<li>A Joint Chiefs of Staff-directed annual event engaging cutting-edge information technologies and addressing  new information sharing capabilities and interoperability.</li>
<li>Evaluates technologies and capabilities for exchanging information among coalition partners, military services, government agencies, first responders and U.S. combatant commanders, especially the 2009 host, U.S. Joint Forces Command (USJFCOM).</li>
<li>Technologies leverage decision-making and operational flexibility on the battlefield and during crisis response on the home front.</li>
</ul>
<p><strong>High Altitude Federation Solution:</strong></p>
<ul>
<li>Bridge the &#8220;Last Tactical Mile&#8221; by providing robust communications down to dismounted teams/soldiers.</li>
<li>Meet emerging high bandwidth requirements with a hand held solution.</li>
<li>Supports multi-megabit full duplex operations.</li>
<li>Enable streaming media and instant messaging for the ground Warfighter.</li>
<li>Demonstrate CDMA cell switch interoperability at 1000 ft. AGL.</li>
<li>Provide 20 circuits utilizing 2 ruggedized ComCases providing 50 Wi-Fi and 18 Ev-DO PC connections to the Internet.</li>
<li>Deliver10 miles of persistent secure cellular service coverage.</li>
</ul>
<p><strong>Situation:</strong></p>
<p>Current tactical radio systems used by dismounted teams/soldiers are too large, overly complex and do not provide enough bandwidth to support the emerging video-dominated environment of irregular warfare operations.</p>
<p><strong>High Altitude Federation Joint Demonstration Objective - 22 to 30 June 09:</strong></p>
<ul>
<li>Demonstrate the benefit of persistent elevated communications nodes.</li>
<li>Focus on the tactical cellular switch in the sky (TACTICELL), leveraging new innovations in cellular technologies.</li>
<li>Provide the user with a hand held cell phone that supports voice, video and data.</li>

			<content:encoded><![CDATA[<p>The purpose of the High Altitude Federation is to design incrementally progressive high altitude capabilities for intelligence, reconnaissance, surveillance, remote sensing, and communications that will solve the nation’s critical need for persistent presence.  This will be enabled through the High Altitude Long Endurance (HALE) Project which is a congressionally-funded effort.  The HALE project is a joint venture between the US ASMDBL, NASA, civilian and military contractors and several universities within the State of Ohio.  The collaborative team is known as the High Altitude Federation.  This Federation is focused on the following:<br />
•    Support national interest in developing high altitude operations<br />
•    Conduct high altitude concept development and experimentation<br />
•    Research vehicles and payloads to achieve optimization for high altitude<br />
•    Develop capabilities and concepts of operations for aerostats in support of the DoD, Homeland Defense, and other regional and national interests</p>
